Name is what PandaOS calls you. Expertise changes how technical the answers are: set it to engineer and explanations assume you know the vocabulary, set it lower and they do not. Neither changes what the app can do.

PandaOS warns at the top of this page when the system has no working keyring. Electron falls back to plain text there, so saved credentials sit unencrypted on disk. The warning is the app telling you, not asking you to fix it.
